The DGPM has a defined scope and functions in terms of Central Board of Excise & customs Memorandum No. 296/03/2009-Cx-9 dated 17.05.2010 wherein each Customs, Central Excise & Service Tax Commissionerate in inspected once in every three years.
Directorate General of Performance Management, inter-alia, plays an importent role to assist the CBEC in the following areas:
Studying the working of Customs mechanism throughout the country.
Suggesting measures for improvements of efficiency of the departmental machinery and rectification of importent effects through inspection and laying procedure for effective functioning.
Plays an importent and primary role for advising the CBEC in technical administrative matters which have a bering on the functioning of Customs, Central Exciseand Narcotics formations.
Monitoring and evaluating the progress made with reference to certain key performance areas like Call Book cases, Adjudication, Investigation, Anti Smuggling, Refund, Arrears of Revenue and Provisional Assessments etc.
To Check whether the directives and instructions of CBEC are adhered to and meticulously followed by the field formations.
MPR monitoring for pendency of various items of work, Analysis of the MPRs of Customs Commissionerate and Commissioners (Appeals) and submission of the consolidated report to CBEC.
